California - waste pipe access box?

Hi all:

I am planning to do a bathroom remodel for my home in Cupertino, CA. The home is really old at about 50 years and no improvements have been made to it. It has galvanized pipes that probably need to be replaced as well. But I was discussing my plans with one of my neighbors and she said that the code requires the installation of some kind of access box for any kind of bathroom remodel. It is apparently intended to provide easy snake access to the waste water pipes. Installation is expensive since confirming the correct installation requires some kind of video traversal through the pipes from this access box. I did not find anything about it in either the city documents or on the web. Can anyone let me know if this is true or is it some kind of urban legend?
