Advice requested on shortening piping, please.

Hi, Please see the attached photo. I've been asked to remove the support stand due to rusting and take the pipes down to the floor. I'm very inexperienced with plumbing but given instructions, I can often make my way through DIY projects. If you have any thoughts or advice I would be greatly appreciative!

Going to have to shut off the water supply, open the valves to relieve the pressure, clean off the pipes with a strip of sandpaper to get off all that paint where you planning to do the cutting, then using a mini tubing cutter cut them off.
Can not tell how close the pipes are to the wall from those pictures but your stuck having to cut them at a point where the cutter will swing and not hit the wall.
Only way to just cut them off even with the floor would be if you could find the supply source and cap that off.
Looks like your not going to be able to drain the water out of the line to solder it so using a Shark Bite pipe cap may be an option.

I saw a mention of being unable to drain water out of the pipe and I must say water can be sucked out of a vertical pipe from the top with a Shop Vac. Not sure if this helps.
