vacuum breaker cap

What is the purpose of the cap on top of a silcock. I think its the vacuum breaker but I am not clear what the cap is all about. Should it be reefed tight?

When I lived in central fla they were mandated, best I could understand their sole purpose was to prevent any water from siphoning back into the water system thru a garden hose. IMO they serve no real purpose. One of the plumbers should be along later with better info for you.

The cap is to keep dirt and debris out.. Also if the breaker did leak water would not shoot up in the air but would be deflected down to the ground...
