Cool

That could be caused by several things (excessive water pressure, overheating, or a faulty temperature-and-pressure "overflow" valve).
First, I would replace the T&P valve that is leaking. That may be the only problem.
Turn off gas. Turn off cold water supply to heater.
Relieve water pressure by opening a nearby hot water faucet.
Attach a hose to spigot at bottom of tank and drain it down a bit.
Remove old T&P valve.
Wrap 2-3 flat turns of teflon tape clockwise only around threads of new valve, and install it.
That should solve the problem, but if it doesn't, just come back, and we'll go from there.
Good Luck!
