Anyone know what this is?
In two downstairs bathrooms, I have this mysterious white plastic cap. In one bathroom its located on the wall below the toilet. In another bathroom, it is located underneath a sink in the vanity cabinet. House was built in 2003 with no plumbing alterations since then.

At first I though a plastic cover for a toilet mounting bolt but you wouldn't find it stuck to the wall.

Shutoffs for exterior hose bibbs are often on interior walls, not right near the fixture. I'm not getting a size perspective though. No manufacturers markings? Can something be inserted and turned?
Is this a stick built home or a modular?

Havent inserted anything. Will try, but its very small. Maybe a coat hanger wire would fit. I pulled one out slightly from the wall and it appears to just be small diameter plastic pipe behind this.
One bathroom is near a outside spigot. Another is nowhere close to an outside spigot.

A shutoff makes the most sense. The small pipe you see could be to guide the tool back to the actual valve.
Might try emailing a pic to several plumbers or plumbing supply houses in your area. Won't do you much good w/o the key.

I appreciate everyone's help. I was able to pull one out of the wall and determined that its simply a drywall anchor with a snap cap.
I've never seen this type of anchor before and don't know why the builder installed them in these mystery locations. Possibly to hold down some hoses during construction before the toilet and sink were installed?
In any case, mystery solved.
