Problem when Disassembling Outdoor Faucet

My outdoor faucet continues to run even what shut off. From my review of online information, the problem probably is the washer. I began disassembling the faucet. When I went to loosen the white plastic tube in order to gain access to the washer, the tube crumbled, as seen in the attached picture. I believe I need to loosen and remove the white plastic tube to gain access to the washer. Is there any way I can do this, being that I can't grasp onto any part of the white tube? It looks like new sillcokc time. The packing nut appears broken and what a P.O.S. if it was made of plastic. I've never seen that before. You might get amazingly lucky and find another to be able to exchange parts but I think replacing the whole thing is easiest at this point. Is there a crawl space or unfinished basement behind the wall or is it finished space?

The other side of the wall is unfinished basement -- the pipe is very accessible
