FOr a 1.5" pvc pipe, what size hole saw should one use to cut a hole to extend pipe thru basement wall to ouside? 2 or 2 1/8?

You don't want it too snug, it won't give any play area. I would go 2-1/4" (or 2-1/2").
That gives you a little wiggling room. If you're concerned about air, seal it after pipe is in.
What you don't want is to drill too small and then have to ream it out, because re-drilling with another hole saw isn't going to happen.

2-1/2" is a little large..... go with 2-1/8" or 2-1/4".

Yes,
PJ's right. If you want any slope, plan ahead. It's hard to get the core out of a hole saw after drilling at an angle, but it can be done. Use a good scratch awl.

If going between floors, you will seal the hole with firestop anyway, so 2 1/8 or larger will be fine.
