Hose splitter not coming off vacuum breaker

I have a hose splitter that i am trying to remove from a hose bib that has a vacuum breaker. The splitter just spins inside the breaker, and won't come off. I can't budge the vacuum breaker either. Any ideas?

Spins inside the vac breaker? That doesn't make much sense to me. The breaker has external threads just like a hose bib. You're saying the guts of the breaker are turning somehow? I've never seen that since they are normally cast as one piece.

The breaker is screwed on and then a snapoff set screw is tightened down preventing removal. I've just used my dremel with a cutting wheel and cut opposite grooves on each side, then stick a couple of big screwdrivers in, twist, and spread the halves. As long as you don't get too aggressive and damage the sealing surface at the end of the hose bib, it takes about 2 minutes. Wear safety glasses.
