Toilet doesn't flush properly

We have 2 bathrooms. The first floor toilet flushes ok. The second floor toilet is full when we use it, and when we flush it appears that it is working properly, but the water does no go down until the end of the cycle, so when it is trying to empty, the water pressure to empty the bowl is not at its highest. This does not always empty the bowl. Is there any way that this can be corrected? I haven't noticed any clogs since we moved in about 3 weeks ago.

Cool

It may just be one of those so-called "water-saver" low-flow toilets, or it could be a partially clogged trap (toilets have their own built-in traps), or a partially clogged vent pipe.
Try giving it a good plunging with a toilet plunger (with a rubber bell cup on the end of it), or snake the toilet trap with a plumber's auger.
If that doesn't help it, you might want to check the vent pipe on the roof above it to make sure that it is clear of leaves and debris, and flush the vent stack with a water hose sprayer.
