Weird plumbing

Weird plumbing
As seen on the picture, there is a pipe coming out from the middle of the main drain pipe which goes straight down to concrete in parallel with the main drain pipe. Is this suppose to be extra air exhaust in case I put in the sink? (The house builder had plumbing done in this area in case we wanted to build a bathroom there)
If I am not making a bathroom there, can i just cut the extra pipe below the concrete line and cap it? I am trying to move the whole assembly next to furnace.

It is an odd setup, but it's doubtful you can just cut and cap it.
What's above this? Is it just a vent to the roof, or does the kitchen sink or something else drain into it? It looks to me like the sub-out should have been on the left pipe instead... but I could be wrong.
Also, what's at the bottom of the left pipe? Is there a device on the pipe or does it just look like it?

The drain is for kitchen sink. if sub-out = air vent, air vent exist elsewhere.
on the left, it was done to replace the crack on the pipe.
Anyone know any reason as to why I should not just cap the pipe ?

The drain is for kitchen sink.
Is there a floor drain in the basement?
That other tie in is a vent..
But again if that is a upstairs sink line draining down that pipe all that plumbing is illegal and not to code..
No one should have tied into that line down stairs for that little sink stub out and that vent tie in...
