New Shower Faucet Won't Turn Off

Last night I installed a Moen shower faucet. This model does not have a tub piece. The canister has hot and cold in, and showerhead out. I wanted to check all my fittings before putting the showerhead line in, so pieced it together, turned the handle to where off should be and opened my valve a little. All my fittings held (yay!), but the water came out the top (which would lead to the shower). I pulled the handle apart, removed the plastic 'check' piece, and spun the handle a bit. There was no spot that would stop the water flow, only slow it.

Is there a gasket or seal I should check that might have gotten banged around at some point?

Some other trick I'm missing?

Or did I just get a lemon?

Thanks in advance. After working all day on this shower, it was not a great end to the weekend.

Turn the center hub 180 degrees, you have it in the full on position, flipping it over would put it in the off position.

Thank you for the reply, but because it's "shower only", there's only one output and it's facing up. I've also spun the thing 360 degrees, and it slows down near where it should stop, but doesn't fully stop.

Thanks again for the reply, any other tricks?
