Noisy water meter

Hello people- I live in Nassau County NY and for quite a while now we have noticed that when we flush our toilets or use the shower- the noise that our water meter makes is like a jack hammer. I just called the water company and they are going to send someone out to check it. But I am hoping that they will change the meter for a newer model that might be less noisy- will they do that even it the meter is working- will they really care that it is making noise- or is the noise a sign of a malfunctioning meter?? Any ideas???
Please advise so that the water person they send- will understand my plight and hopefully put in an order to change my meter for the better?

Could that meter have some type of pressure reducing valve attached to it ?
I've never heard of a water being able to make an objectionable noise.

Are you sure it is the meter and not a water hammer in the pipes? Noise may sound like in meter.
