Water Softener Salt tank filling up with H20

A friend of mine has a Culligan Water softener. It is a Culligan Mark 89 model 4454-37, s/n 8678-12646.
His salt tank continues to fill up with water until the secondary safety float shutoff closes.
He told me he cleaned out the valve near the bottom of the tank and is not sure if he re-assembled it correctly. Apparently there is a ball in the valve and a 3 pronged thingy. Does the ball sit in the middle of the 3 "legs" of the 3 pronged thing, or on the opposite side of the legs in the cupped side. (does anyone know what I'm talking about??)
The real question is, could it be this valve, or would it be someting else??

It is most likely that valve.
When they plug up with salt (or are re-assembled incorrectly, although I'm not sure that it is) they won't allow the water to be pumped out when regenerating.
Try switching the ball to the cupped side.
