Gas Regulators and Reducers

I own an old church with a 3 inch gas line coming off the meter outside. I'm having a plumber come in to run gas line to the new tankless heater and rip out all the old line as it was run terrible. He said I would need a regulator after the 1 inch pipe was run near the units (9.5gpm rheem ecosense tankless etc.) He quoted me about $150 but I have seen them online for half that. He's fine with using whatever I have so I've considered just buying one but not sure which one I'm suppose to have. Also, is it going to hurt to reduce straight from 3 inch to 1 inch?

Maybe the $150 included his labor? I can't answer the reducer question.
