Screwed Outdoor Faucet's Handle Too Tightly, Now I Can't Open Anything

A faucet in the garage was leaking. I ended up tightening it to what could be considered beyond its max point. I no longer am able to get this thing open and I'm hoping you can help me out with troubleshooting a fix. Please see the image for reference

I played with the bolt beneath the black handle a little bit in a desperate attempt to get the faucet working again to no avail. Of course if I screw it too tightly, the handle itself tightens excessively. Any thoughts on how to get this working again are truly appreciated.

That's a gate valve, there always going to be trouble, not shut off, and leak.
Not sure why that type valve was even used for a faucet.
Should have been a 1/4 turn stop instead.

Right. That's the best idea. The reason why it jammed was that you tightened the nut (it's not a bolt) while the valve was closed. Loosen the nut open the valve, tighten the nut & close the valve again. It should last for awhile but Joe has the best idea. Replace it with a 1/4 turn valve.

So after I tightened the handle too far, and it no longer could adjust the valve opening, playing with the nut is what really messed things up?

You can't tighten those nuts with the valve closed. If you tightened the valve with pliers, that could have been another problem.

That top nut is the packing/bonnet nut. It keeps the water from leaking out of the valve shaft. That is not your problem here. Over tightening that will make the valve hard to turn but it won't cause any lasting damage other than maybe allowing a few drips if water out.

When you tightened the valve real hard you caused the metal parts of the gate to bind together.
In the diagram below.... the red arrows are where the valve is probably stuck.
