What to put around the base of the floor toilet shutoff valve?
Since I had to redo about all of my toilet, the crusty chrome toilet shutoff valve that comes up thru the floor could use some TLC. What is a good way to seal/insulate the pipe to the flooring to prevent moisture wicking into the ply? I had some silicone caulk around it but that loosened up, and the chrome split escutcheon looks bad as well... I don't want to remove the valve/pipe to install a single unit.

Why are you getting moisture at that point? A new split escutcheon will cover the hole, but it won't do much for the rusted valve itself. You can put an elastomeric caulk or red fire stop caulk around the pipe before you put the trim on.

That would tell me there's to much moisture in the air if everything's rusting out.
Why would you not want to remove and replace the valve and install a new one piece escutcheon?
Not going to do much good if it's so old and corroded it's not going to shut off.
Guessing this is an outside wall behind the toilet, only good reason to not have run the supply through the wall not the floor.

they don't run much plumbing in the walls here in Maine... this was installed when the house was built in 1978. I hate to shut the water off for a repair like this.

What's the issue with shutting the water off for about 10 min. to remove and replace the valve?

Yeah no kidding. Cut it off about 1 1/2" above the floor with tubing cutters and put on a 1/4 turn compression style shutoff and a new escutcheon.

Why would they do that when it's what looks like a 3/8 threaded nipple?
The valve just unscrews.
