Strange spigot

Our house has a strange hose spigot. It doesn't seem to be the typical anti freeze type. You can see the image here:

So, the vertical knob is leaking at the top. Is this something I can service?

Welcome to the forums! Yes. You may stop the leak by tightening up on the collar nut under the handle. Try that and chack back to let us know how it fared.

That style valve is always going to be trouble, they leak and fail to shut on or fully off at some point.
It's also not a freeze proof and there's no vacuum breaker making it illegal in most places.
I'd be replacing that whole set up with one like this.
