guide how to open a jammed tap
how to open a stuck tap, below is attached image of same and left one is not opening i added WD40 still not helping

Get a pair of wrenches. Hold the valve body (the lower big hex) to prevent it from turning. Then turn the upper/smaller hex (packing nut) counter clockwise a quarter turn and see if you can turn the knob.
The packing nut squeezes packing material inside the valve to prevent water from leaking up the stem that connects to the knob. Loose makes the knob easier to turn but it may leak. Tighter can stop leaks but makes the knob harder to turn.
