Is this a propane line?

I'm wanting to clear some real estate in my garage and came across this pipe. I believe it is a propane line for a gas dryer? I believe the old tenants had a propane dryer and this line supplied it. We have an electric running off a 220 outlet.

I'd like to remove it if I can. How would I go about doing this? Obviously I'd have to shut the gas off at the main line, but should I bleed it out before I make a cut? What tools would I need to cut this? I'm guessing I'd have to cut that T fitting off and replace it with a coupler, right? Thank you. Name:  pipe1.jpg

It's a gas line, I would just take the pipe out of the "T" and put a plug in there. Trying to take that T out will be more problems, or take the coupler out just below the T and put a cap there.
