Low Water Pressure at Hot in Shower, but at Cold at Sink

A family member called me this morning to ask for my input. He lives ranch house with a basement. He has a full bath in the basement. The bathroom sink has very low water pressure for cold water, "a trickle", but the hot water is okay. The shower is just the opposite, hot water is low pressure, but cold is okay. What might cause this to happen?

Shutoff valves might be partially closed or there could be debris clogging the valve in the faucet. It really can be anything. You just have to do some investigating especially if the basement bath was a DIY addition.

Also, is the shower a single handle valve? If so, the lack of cold water will effect the hot water and may send you down an incorrect road to the solution. If it is single handle I might ignore the issue until I resolve the double handle valve problems.
