Stagnant water?

I have a purge valve as an extra safety to drain an outside pipe in winter. It's also fitted with a frost proof sill **** but the connection is close to the exterior wall on the inside so that's why the purge valve.
Is there any risk that leaving a small amount of water in this pipe, if it doesn't drain 100%, could cause bacteria to collect over winter? The water comes from a well and it's not chlorinated.

I wouldn't worry about it. What little water will be left in the pipe will be flushed out when you open the faucet in the spring.
