My patio faucet handle is broken.

My patio facet's handle is broken. I'm not in export but I'll turn the water off Is it easy to replace the handle or more complex?

You can get the old handle off by taking the center Phillips head screw out.
However.... you may have to scout around to find a new one.
Maybe at a hardware store or at one of the home improvement stores.

I bought a new handle at True Value. Can I use ptfe thread seal tape around the pipe before installing a new one on. Before It was a little bit leak on the handle

If it leaks through the handle when you turn it on, it needs to be taken apart and repacked (gland or stem packing). If it leaks through the spigot (the part you screw the hose to) even when it's turned off, it needs a new washer.
