Leaking spigot
I have this leaky spigot and I tried loosening the packing nut and replacing the washer but I can't get the valve stem out. Not sure if I am doing something wrong. I have pulled on it but it won't move.

Where is the sillcock leaking?
If it is leaking from the base of the handle then the packing needs to be replaced or the packing nut just needs to be tightened. The valve stem does not need to come out.
If the faucet drips out of the spout then the washer at the base of the valve stem should be replaced. Turn the water off for the house and open the spigot to relieve the water pressure. Then completely loosen the packing nut. Then turn the knob as if you are opening the faucet and the stem will unscrew out and you can replace the washer on the end of the stem.
