Moen shower valve?

I am working on an old house. I installed a shower/tub valve. I don't have a water heater in the house yet but I wanted to check for leaks before putting drywall up. I ran cold water to both sides of the valve. The cold side works fine but when I turn it to hot all I get is a little dribble. Is this how it should work or do I have other problems? Thanks. pic attached

A newer shower valve will has an anti scald valve it needs pressure on both sides to work.

I think the way I have it plumbed there is pressure on both sides. In my pic the pipe on the right goes to the cold side.

I've never tried connecting both to cold water but I think it should work normally. I know on some shower valves there are two little shutoff screws on either side of the valve for replacing the cartridge without having to shut the house off. Check and see if you have them and if they are opened all the way.

I don't think it has them but I will check Saturday when I go there again.
