Is this a cleanout or drain?

Need help here figuring out what this is on the side of my house under standing water. The green pipe in the middle is about 8". Got it pumped out with my little sump pump, but the ground water keeps filling it up. The reflection is me taking the pic.
This thing sits on the side of my house where there's a low spot...could this be a drain the city put in for the standing water? We've had a lot of rain here in N.Texas the past week or so.

8" what...... deep ? It's not 8" in diameter. Looks to be 4" round.

It would appear to be a drain and most likely down to a pit of rock. If that were the case.... and the ground is saturated.... the water can no longer drain down. I doubt the city would have anything to do with a drain like that ON your property.

What is the word embossed in that black lid, running perpendicular to the word WATER ?

Hmmmm....now that you mention it... the cover says "water meter".
Maybe a shut-off valve ?

Maybe a leaking shut-off valve?
