Grease on under-sink shutoff?

Grease on under-sink shutoff?

While under my kitchen sink for unrelated business, I noticed this dark brown goop on both the hot and cold shut-off valves for the faucet. It has the consistency of a thick grease. Is it actually grease, for some purpose? Or should I be concerned? (I didn't install this, and I never really paid close attention so I don't know if it's been there since the sink was installed, or if it has shown up recently). Thanks in advance!

Its the packing material inside the valve, nothing to worry about!
