Bad gate valve
I've got a bad gate valve on my exterior water shutoff. The handle grip snapped and the valve itself doesn't shut completely. Because of it's location next to several turns in the pipe I'm hoping to avoid removing it as it will end up requiring more new fittings.
Can I install a new ball valve just downstream of the gate valve and leave the gate valve wide open as it is and meet residential plumbing code?

Yes, you could... but I wouldn't. No, it probably will not meet code as it doesn't any provision for double valves. Adding a second valve is just a red flag saying that there was a problem that was not properly fixed. You should remove the old valve and install a new frost proof sillcock with an anti siphon valve.

Gate valves can be disassembled, but every manufacturer has different valve configurations and pieces, so it's really hard (impossible) to get replacement parts, unless it's a newer valve and you can buy an identical one.
I've seen other installations where the old valve is just left there and open; and a new valve is installed after it. It's not a "professional" installation, but can work if there aren't other options.
