Tempress II Mixing valve leaking from stem.

I have a Tempress II mixing valve that is leaking from the stem. When I take it apart, I don't readily see a seal that can be replaced. It doesn't seam like a new cartridge would fix the problem. Any insight would be appreciated.

Water timer/valve

Curious if anyone makes a programmable timer/valve that gets installed to the piping inside the home (via copper or pex). I'd like to be able to control when my outdoor spigots come on (for watering the lawn), but don't want to have to buy multiple timers for each spigot and mount them outside. It would be nice to permanently install a timer/valve in-line with the outdoor plumbing line to control them all at once.

I'm hoping someone can tell me what this device on my new house wall is. I came across it looking to turn on our landscape irrigation system, but it looks like an electrical line coming out of the bottom. Any ideas? [ATTACH]94645[/ATTACH]
