Running water sound!

We have a running water sound at the main line in. No leaks inside nothing running. Sounds like it could be the prv but sound does not stop when main line is shut off (inside the house) and lines are cleared. We have not seen an increase in our water bill. There is a wet spot in our grass but it's in the front yard where the sump pump drains. The main shut off is in the back yard down a hill. The sump pump is positioned near our main line in but again no increase in bill. Any thoughts?

Does your meter indicate water usage? Check it at night and again in the morning... as long as no one flushes a toilet or uses the lawn sprinklers, the meter shouldn't move.

If your water meter is located out in the yard near the street definetely do the test XSleeper mentioned. If you have the main shutoff inside your house closed/off and you still hear the pipe hissing or sounds like water is flowing you may have a leak in the water line between the house and meter. It might not have happened before your last meter reading but it would likely show up on the next one.
