Notch out 2 x 10 for bath drain?

The area below the sole plate in the bath wall that I want to run the vanity drain is supported by a double 2x10 that frames the chimney. Can I notch out the 2x10 enough to put an elbow ?
If I can't do that, with the dbl 2x10 running the length of the bath wall, how can I run the drain line? and if the main stack is 7' away, do I need a vent?

You need an extra vent if it's 2" pipe and over 5' away. Doubtful u should notch it... would it be possible to just furr that wall out or make it a 2x6 wall instead of 2x4? Then you either wouldn't need to notch or if you did it would be minimal.
