What is this? Need to replace I think...

This is off of a water heater in the basement that feeds the master bathroom and an in-floor heating system. The build up is crazy. I have a Culligan filter and a water softener, water is great to drink, do laundry and do dishes. Had it tested when we moved in and it's good. We don't get this build up anywhere else in the home. What is it and what's it purpose? There is a discharge pipe going down just to the left of it. There are shut offs on either side of it that would allow me to replace.

Thanks Guy, looking at it quickly it states that it's for non-potable water, am I safe to assume they make the same thing for potable water?

If it goes to your water heater/heating system and not potable water this is what you need.
