toilet bowl does not fill completely

We have multiple toilets in the house. The upstairs toilet works fine. The downstairs toilet, when flushed, air bubbles up in the water and the bowl does not completely refill. We have tried a plunger and toilet auger with no improvement.

Sounds like your main waste line is clogged farther down from the toilet. Use a long (50' to 100') power snake to clear that. Another possibility is that there is something wedged in the throat of the toilet, and the auger is only pushing it aside, not pushing it out of the throat.
