Broken toilet waste pipe
Our new house came with a wobbly basement toilet. We pulled it out thinking to replace the wax seal and the bolts, but found that the flange was broken. Tried removing the (PVC) flange, but it turns out it was cemented into a damaged cast iron waste pipe. The rim of the cast iron pipe is jagged, with as much as a couple inches broken off from the edge, and there is a smallish hole just under the bottom of the flange. It looks like the last person to encounter this problem placed a piece of cardboard around the outside of the pipe and then poured concrete patch in around it. I broke off the top part of the flange and chipped out said concrete patch, so now I have a real mess.
I think what I need is to carefully take the rest of the flange out and attach another piece of pipe to the one in the ground, but I'm not sure how to do that and nervous about damaging the waste line even more. Any suggestions?

I would be tempted to cut out more of the floor so you can then cut the cast iron before the 90 degree. Then you can use a no hub coupling from the cast iron to a PVC 90 and new toilet flange. I would back fill the hole with crushed stone then finish off with 4" of concrete to help hold the flange in place.
