Washing machine pipes

I moved into a brand new house and I want to install my washing machine. It looks as though they painted over the caps on the hot and cold pipes. I can't seem to get these caps to unscrew. Is there anyway to loosen these caps off to get them off.

Use a pair of pliers on caps. They may be tighter than your hands can turn.

Do you mean caps on the valves. If no valve just pipe metal or plastic pipe.

#1, Channel locks will work far better the piliers.
#2, Judging from what I've dealt with in the past, if there's caps, it's because the valves where leaking so this may become a bigger job..

Yes I tried all those methods. I bought some pipe lubricant but that didn't help at all
