Shut off main valve still water leaking
Hello. I have called my water company to turn off the water. They came to my home and turned it off at the curb/street. There is no water running in my home. The only place I can hear water running is under my sink. If the pipes have frozen and busted and water is shooting out why is water running from under my sink if the main valve was shut off?

I had a hard time understanding what you posted. I added punctuation to it for you.
It could be possible that the street side shutoff is not closing 100%. I've seen that problem before.
Not sure where the pipes broke but is there a valve inside the house that you could close ?

If you open a faucet in the house does water come out? If so then the main water shut off is not working. Call your water department and have them fix it.

If the water meter is in the basement, the meter dials should be rotating if there is a leak in the house and the curb valve isn't completely off. If the meter dials are stationary, my guess is you are hearing the water dripping at the leak from water in the pipe higher in elevation, The dripping will stop when the water level drops to the level of the leak.
