tub faucet will not shut off completely

We have a three handle faucet in our tub. The faucet was leaking in the tub so we ended up replacing the cold water valve stem. Now the cold water will not shut off completely. Also, how do you get the seat out? Or doesn't it come out in really old setups such as ours? The seat just spins and does not come out.

Cool

Some valve seats are replaceable, and some are not (round in center).
If the center of the seat is square, then it is replaceable.
