still can't get cold water to shut off completely in the tub

We have a three knob system in the tub. We replaced the valve seat and the valve stem on the cold water line; however, we still can't get the cold water to shut off completely. It is running out of the faucet steadily - more than just a drip. What can we try next?

Cool

O.K., you replaced the valve stem with the exact same kind.
You also replaced the valve seat.
Still have a drip.
The next thing that I would do is to wrap a flat turn or two of teflon tape clockwise only on the threads of the seat.
Sometimes the seat threads will leak due to corrosion of the female threads in the wall fitting.
Hopefully, this will solve your problem.
