Toilet won't drain

We had a new toilet installed. The toilet won't drain. When the other toilet is flushed, the new toilet gurgles. I have snaked the line and can't find a clog.

It's very possible that your main plumbing vent is clogged, or even possibly your main drain line is clogged or obstructed. Several people suggest trying running a water hose down the roof vent pipe(s). If it's just leaves or a bird nest it may well solve your problem.

Have you checked the vent stack pipe on the roof for clogging with birdnest, leaves or debris, and flushed it with a water hose sprayer?
Have you snaked the toilet itself with a toilet auger? A toilet has its own built-in trap, and that's where it is most likely to clog.
Must be one or the other since you've snaked the line.
