Washing Machine Drain Line

My girlfriend’s washing machine drains into this “device”. The felixible black hose comes from the back of the machine and into the pipes at this junction. Does anyone know what this is? Is this somthing someone threw together? I am concerned that there is no “lint trap”. She occasionally has minor sewer backups in her basement, where dirty water will come up through a floor drain, or through the basement sink. I wonder if this “contraption” has somthing to do with her problem.

Is this a “cheater” vent? There are no perforations in it that would allow air in.
