We will be adding on a new room, I would like to move a gas water-heater, to the new basement under the new room. My question is with no enterer walls in the new GREAT ROOM how can I vent the water-heater to the outdoors?

short of tearing out walls and sheetrock to get it thru the roof you can see if a power vent kit is available for you heater. You could switch to electric,or take it thru a wall
to the outside and attach it to the side of the house extending it up over the gutter away from any windows or areas that carbon monoxide can potentially enter the home.
