Very low flow of hot water

A few days ago my husband closed the valve on the hot line of our water heater in order do do some repairs. The project was never started to not having all the correct fittings. When we opens up the valve, we now have ver low hot water pressure everywhere except for out upstairs tub and sink, it is the farthest from the hot water.

We have since drained the hot water heater, and plugged the upstairs faucet and flushed the lines with cold water. The only change is that now I have no hot water in the kitchen.

I would appreciate any suggestions on what to try next. Unfortunately my basement ceiling is all drywalled.

Most likely it's debris in the faucet aerators. Or the valve was very old and not used for a very long time and the washer has disintegrated and is partially blocking the full flow of hot water, but enough to allow some hot water to get through to nearby utilities. That's assuming that he only touched the valve and nothing else.
