Silkcock

I have a silcock (not frost proof) in the rear of my home. Water is shut off from inside. The outside faucet is drained. Here is the catch. While the outside silcock is left with the handle turned open there is no water dripping. Dry as can be. If I close the handle and reopen I get some water coming out. I can literally keep opening and closing the outside and I get a small amount of water. If I leave it completely open nothing comes out. It will be completely dry. What am I missing here.

I suspect the shut off valve is letting a minuscule amount of water pass thru, only enough to notice if it's allowed to collect in the pipe.

Does the inside shut off valve have a bleeder cap?

No bleeder cap. Just seems odd as I can turn it on and off and get water to come out(literally on and off with no break or waiting in between) and get some water out but nothing if fully opened.
Any suggestions on getting the gate valve inside to fully close or seal with out replacing the entire thing until spring.

Yep, cut it out and install a ball valve!

Not a question of if, just when, a gate valve will give you issues!
