Outdoor Plumbing
Situation, I am putting an RV site on a piece of land and I am curious what type of pipe is suggested for drinkable water. This pipe will be 1.5-2ft above ground with a spigot on the end. I have been reading that PEX/PVC isnt really an option as the UV rays will break it down.

Pex should have some type of covering to protect it from UV rays. If it's going to be under the RV then it won't be a problem. Most PEX comes with a UV inhibitor or cover that will last several weeks for delays in construction, but must be further protected when installed and in sun light. As far as use for potable water I see no reason it can't be used. Many new homes and retro fit use PEX far all water.

How could anything come in when it's off since it self drains if it's installed properly?
Even if it was left on it would not be a concern.
I hope this was a typo and you meant 1.5 to ft, under ground and not above ground as you wrote.

Take a look at https://www.in.gov/isdh/22446.htm describes the possible hazard with a frost proof setup.

For outdoor plumbing I always recommend PE pipe (black plastic pipe). It's inexpensive, easy to use, and comes in 50/100/250+' lengths. It's also UV resistant, so is fine above ground or underground (though above ground I'd assume it needs some protection from weed whackers and such).
Make sure you buy the type with the NSF logo on it (for potable water). This is the only type the big box stores carry, but plumbing supply houses sometimes have the non-NSF-approved pipe for sprinklers for a few dollars less.
