Shower cartridge replacement

What is this stuff around my tub/shower cartridge? And does it need to be put back on once I remove it? My kit is a single handle Kohler.

It is hard, but it feels like it can be chipped away easily.

It looks like plumbers putty and no..... it's not supposed to be there.
That may be a fiberglass enclosure and the putty was used to keep the wall tight to the bezel.
You would usually find silicone between the bezel and the wall.

The putty might have been an attempt to keep water out of the wall. I would remove it. Most escutcheon plates have a foam gasket around the upper 75% to prevent water that is running down the wall from getting behind. If water is getting behind your escutcheon then I'd apply a nice bead of caulk around the top 75-90%. Leave a small area at the bottom uncaulked so if water does get behind the plate it can drain out.
