Exterior wall faucet leaks from the stem when it is on

Hello all,

My exterior wall faucet leaks from the stem if I turn it on. However, it doesn't leak if I turn off the faucet.

Question 1> What is the model of my faucet?

Question 2> What is the strange part connected to my faucet?

Question 3> What should I do to fix the leakage from the stem? part number?

Thank you

I think the strange part may be a vacuum breaker (see this thread: How do I remove vacuum breaker

but I’m not sure. But it sure looks like one.

If you tighten that nut behind the handle (the packing nut) that may stop the leak.

If that doesn't stop the leak I think you can take the nut off and replace the packing with this :
