Cold water in shower

I have dual faucets in my shower. After replacing the washers due to a dripping problem, I now have another problem. When turning on the shower, I always start with the hot and cold faucets, to get a feel for the temperature. Then I turn on the shower handle and all that comes out of the shower is hot water. The cold water is running out of the faucet instead of coming out of the shower head. I can eventually turn on enough cold water to get some to come out of the shower head, but I'm standing in a bath tub full of water because it is still coming out of the faucet. For some reason, I can't get the cold to come out of the shower head. Help. Thanks.
