Brown water upstairs bathrooms

Brown water upstairs bathrooms

2 story house in CT, for the past 2 months or so when faucet on sink or tub is opened, water has a noticeable brownish tinge that takes a few minutes of running to go away. I believe the town has been opening up the hydrants here and there so this may have something to do with it but why would it only be noticed upstairs? House has copper plumbing.

I most often notice it with fixtures that are not used regularly. At my office it's the outside spigot. I always get a few seconds of brown water before it runs clear.
