Zurn Flow Meter Filter?

Zurn Flow Meter Filter?

Long back story, I'll cut to the chase: Old (25+ yrs) Zurn water flow meter (meter face says "Hays") 1/2" copper line in & out. I have reason to believe it may be clogged. The question is, would it be expected to have a filter or fine screen in it? On the inlet side, it has a plug of some sort, like a drain plug, with a tamper wire twisted around it, that would apparently break if the plug were tampered with. After the city repaired some leaks upstream, and turned water back on, it came out dark and silty for a few times until becoming clear, but downstream the meter, I'm only getting a trickle, just barely enough to turn the meter "starwheel". All faucets upstream the meter flow freely. (I'd post a photo, but don't know how to get it from my iPhone to here). Of course, the plug may only serve to reset the meter, thus the tamper wire.

Very possible for there to be a filter screen inside the head.
Typically it would be a metal mesh on the incoming fitting.

Probably a Hays meter..... maybe like this one ?

I see what looks like a plug right below the head. That wouldn't be for resetting the meter.
The meter head would need to be removed for that.
If it was me I'd cut the wire and pull that plug.

That's exactly what it looks like....so that plug might access a removeable screen? I shall consider that! Thanks PJ!
