Angle stop: repairable? or replace?
Happy 4th, everyone!
Working on a condo apartment to refit it for another occupant, and need to replace the vanity in the bathroom. I went to turn water off and the angle stops were seized; i got them to turn eventually but the hot water doesn't turn off water flow at the sink. I'm pretty sure i saw bits of the packing seal run down the drain in the water flow.
Can angle stops be rebuilt, or best to replace them?

Decided to go with a replacement. The old valves are compression fittings, and rather than source specific parts to rebuild the old, or buy an inventory of many parts to make sure to get the job done, i figured i'd cross go/collect $200 right away.
The annoyance is, the apartment bldg requires 48 hours notice to turn the water off. Having to work with their maintenance staff is adding layers of grief to what should be an easy task.
