Drain and Vent ("wet vent")

I asked this question under build forum but realize it my be better asked here.
I am adding a second story to my ranch house, and placing the new bathroom mostly over the existing downstairs bathroom. I have read something about a "wet vent" and did not understand exactly what it was. I am wondering if I can use the main vertical vent from the downstairs toilet for the drain for the new upstairs toilet, as well as the bathtub and sink.

It goes through all the different methods. By the way it would be a good idea to call the local inspection dept and check the local code and do it correctly that way.
